Junior Leagues will be run for Hurling & Football in three Divisions 1, 2, 3.
Entry Fee to be €150 per team in Junior Leagues The top two teams in Junior Division 2 to be promoted to Division 1. The top two teams in Junior Division 3 to be promoted to Division 2. The bottom two teams in Junior Division 1 to be relegated to Division 2. The bottom two teams in Junior Division 2 to be relegated to Division 3. The Board to have the power to adjust the number of teams in each Division if an imbalance occurs in the numbers of teams in each Division.
The top two teams in each Junior Division to play in a final.
Teams failing to fulfil a fixture will incur loss of points for that game, and will be fined €100.
A Club which has two or more teams in the Junior Leagues must nominate fifteen players for their Junior "A" Championship team of the previous year, for their top team, who cannot play in a lower Division. Players other than those named in the first fifteen may play in a lower Division.
A Club which plays a player in a lower Division than that in which he is entitled to play will be fined €100 and suffer loss of points for that game.
Where there are two teams from the same club in one league, those teams must play each other in the first game of the season.
At the cut-off point of the Leagues, the points for games played by that date will stand as the final League points (i.e. no walkovers will be allowed after that date).
Where teams finish level on points for qualification for League finals or for Relegation, placings will be determined according to Rule 6.22 Official Guide:
Where Teams finish with equal points for Qualification for the Concluding Stages, or for Promotion or Relegation, the tie shall be decided by the following means and in the order specified:
Where two Teams only are involved – the outcome of the meeting of the two Teams in the previous game in the Competition;
Scoring Difference (subtracting the total Scores Against from total Scores For);
Highest Total Score For;
A Play-Off.
Exceptions to (c):
In relation to means (ii) and (iii) above, if the accumulated scores of a team, so involved, are affected by a disqualification, loss of game on a proven objection, retirement or walk over, the tie shall be decided by a Play-Off.
The Executive will each year appoint a sub-committee to supervise and monitor the Leagues (see below).
All games will be played on or before the scheduled Sunday at 3pm unless the agreement of the Clubs concerned has been reached on bringing the fixtures forward. Any changes agreed, must be notified to the Board, not later that the Monday prior to the scheduled date. No contact from the Clubs will mean that the Executive assumes that the dates as per League Programme are acceptable.
Requests for postponement can only be accepted when accompanied by an agreed re-fixture date.
All reasonable efforts must be made by Clubs to bring forward games that may clash with Championship fixtures. Any such games not brought forward must be played not later than six days after the Championship date.
As the Board will only meet fortnightly, there is an onus on Clubs to consult their opponents and to agree on fixtures well in advance. This would assist towards the smooth running of the Leagues.
Where the appointed Referee fails to attend, agreement must be reached between sides by tossing or otherwise, on his substitute. Failure in this regard, will mean loss of points for the game.
THE HOME CLUB MUST CONTACT THE PRO NOT LATER THAN 6PM. ON SUNDAY EVENINGS, GIVING THE RESULTS OF LEAGUE GAMES.
This League format to remain in force for three years (Hurling only) – 2016, 2017 & 2018.
